Basically, Boynton Beach traded a strip club and a dead mall for a Walmart and got criticized. The city correctly ignored the criticism.

For several years, Boynton Beach has tried to spruce up the southern gateway to the city, at Gulfstream Boulevard along U.S. 1. In 2004, rapper Eminem wouldn't send his D-12 band to what then was called Club Ovation in the Gulfstream Mall, because of violence at the club during hip-hop performances. A year later, the plan was to put housing on the mall property, but the real estate crash took care of that. Another image problem for the area was the Platinum Gold strip club.

Yet last week, before giving final approval to Wal-Mart for a store on the 9.3 acres that were home to the mall and Platinum Gold, the Boynton Beach City Commission heard three hours of worries about crime and other potential problems from people who live near the site. Where were they in 2004? As studies show, most crime will happen inside the store, with people trying to shoplift. Since much of the opposition came from Gulf Stream, the wealthy enclave that for the most part is separated by the Intracoastal Waterway from the site, maybe a Nordstrom would have aroused less opposition.

Still, based on negotiations between the city and the company, this won't be your average Walmart. The company agreed to all of the city's 33 design conditions, and the roughly 93,000-square-foot store will feature a snappy urban look with exterior, tropical-themed artwork. Sixteen-foot trees will surround parts of the property. Oh, and the land is zoned for this use, so Boynton Beach probably would have faced a lawsuit if the commission had rejected the deal.

A more credible source of irritation might be that a company that made $4.6 billion in the last three months of 2009 and will compete with local, unsubsidized merchants is getting any government help to build a store. The Boynton Beach Community Redevelopment Agency paid $1.3 million for the adult entertainment and liquor licenses of the strip club, retired the first and got only $66,000 for the second. Through that purchase, though, Boynton Beach got control of what went on the land.

In addition, says Community Redevelopment Agency Director Lisa Bright, Wal-Mart would get $75,000 from the CRA over five years in return for creating the promised 150 full-time equivalent jobs out of 225 jobs overall. The state also will give money to Wal-Mart as part of that job incentive program.

Overall, though, the deal is good for Boynton Beach, and should be good for the neighborhoods. The store is set to open in the spring of 2011. A nuisance at a gateway to the city is gone. A project went off without allegations of "pay to play." Criticism of the deal doesn't hold up.

Boynton Beach has become a Commit 2B Fit community and residents can expect to see more fitness-related activities within city limits.
Commit 2B Fit is a nonprofit organization out of Boca Raton working against childhood obesity by promoting health and wellness. The program was founded in 2005 by Elly Zanin and Michelle Schecht.

The program has helped children become physically active, eat healthier foods, receive rewards for progress and learn how to avoid obesity. But the program is not just for the children. Mayor Jerry Taylor said the program's intention is to reach children as well as their families to promote better health and more activity throughout the city.

City spokesman Wayne Segal said the program will use the services of the Chamber of Commerce, schools and recreational programs to reach residents. Segal also said that the program is one in which Commissioner Jose Rodriguez has put a lot of time and effort.
“As far as I know, it is a project the city has been talking about for quite a while and a pet project of Jose’s,” Segal said.
Rodriguez said as part of the Leadership of Palm Beach County year-long program in which he is taking part, he was given the option of numerous projects and thought the Commit 2B Fit was perfect. “As chair of the Youth Violence Prevention Program, I think it is a great fit,” he said. “It promotes ideas such as
having at least 60 minutes a day of exercise and five servings of vegetables a day.”

After listening to four proposals for a much-needed new police headquarters, the city commission voted to consider the lowest bidder, Renaissance Commons developer Jim Comparato.

A group of about 20 residents who favor a police department in the city's downtown area left disappointed. The single proposal that would put the police headquarters east of I-95 was formally dropped from consideration. Downtown supporters had told commissioners during the meeting that relocating the police department west of downtown could open that area to blight and lower housing values.

The commission had placed a $30 million price tag on an 80,000-square-foot police headquarters, but Renaissance Commons owner Comparato said he could cut that figure in half by using an existing new building at 1500 Gateway Boulevard, just east of Congress Avenue and the city's bustling commercial, retail and restaurant corridor.

By next month, the commission is expected to approve the wording of a referendum that will ask the city's voters to pay for the new police headquarters.

The long-crowded police department, now located at Seacrest and Boynton Beach Boulevard, is crammed into a 22,000-square-foot wing of the city hall building.

The Links at Boynton Beach was selected by Golf Digest as the Best Municipal Golf Course in Florida. The course operates with out any tax dollars and is a great success. Under the direction of Director of Golf Dan Hagar the links earned a 4 1/2 star rating in best places to play for the past three years by Golf Digest. The links is regarded for its pace of play, value, service and course condition.

The course opened in 1984, and is currently in the process of resurfacing its greens and should move from the temporaries now in use by the first or second week in August. The course has an average 80,000 rounds of play a year. Herb Suss - chairman of the City's Golf advisory board was so proud of the accomplishment that he brought Golf Digest to a city commission meeting and had the distingushed acknowledgement noted for the public record.

4th Fireworks & festivities best ever!

The Salute to Independence 4th of July at Intracoastal Park was the best ever. The Boynton Beach CRA, City Parks & Recreation, Fire & Rescue and Police all worked together to make it a great event. The band was great as was the soloist and WIRK announcer as well as the music selected to go with the fireworks. The food and beverage vendors were great. The fireworks were incredible!! FANTASTIC!! Special credit to the CRA Special Events Manager - Kathi Biscutti - a magnificent job!! The VIP area was great and a joy to see families celebrating the fourth with grandparents, parents and grandchildren. This was illustrated by City leaders - Vice Mayor Hay and Dist. 1 Commissioner Ron Weiland who both had all 3 generations at the festivities. Everyone enjoyed both Bryce and Luke at the event their respective grandchilds.

Trolley Southern route no more

The CRA's Southern trolley route had it's last riders on July 3, 2009. The victim of budget cuts and poor ridership. The CRA Board voted to do away with the route with 30 days notice to residents on the route. This will save $235,800. The northern route is being evaluated - it has a much higher ridership, but still is an expense. The city still has the Shopper Hopper and Palm Tran's the link and of course tri rail. The CRA and the City will be working on their 2009 - 2010 budgets over July and August. We hope they do not burden the taxpayer.

For almost 30 years the Green Owl restaurant has been a Delray Beach eatery with great success. Now the owners have opened a 2nd location at 1889 W. Woolbright Rd. in Boynton Beach. David Gensman has worked at the Green Owl since 1983 and took it over in 1985. The restauarant is open 6:30 a.m. to 2:30 p.m. - Monday - Friday. 7:30 a.m. - 2 p.m. Saturday and 8 a.m. - noon Sunday. June 1st was Charles Anderson's first day on the job as the new CEO & President of United Way of Palm Beach County. Who is Charles Anderson? He is 56 years old and born in Connecticut and now lives in Boynton Beach. He has with United Way for 30 years. But in his new role he is reaching out to different parts of the community and gathering information. Meetings with stake holders and he has a track record as an accomplished fund raiser and will need to continue that effort in the current economic conditions. When he is not working - he is a NY sports fans - specifically a Yankees fan and a NY Giants fan. He visits the Baseball Hall of Fame each year. His childhood hero was Mickey Mantle. Clinic for uninsured to open in Boynton Beach

The Quantum Foundation has offered Palm Beach County's health department and two other organizations $450,000 in grants to develop 3 clinics with hopes of being operational by years end. The clinics will be located in Boynton Beach, Riviera Beach, and West Palm Beach. These three areas have the highest level of uninsured. JAY Ministries will operate the Boynton Beach clinic. A possible location for the clinic is in the Yachtsman's Plaza. Based on space it will most likely there or another Federal Highway location mostly in district 2.

Do you believe people are already filing to run for city office in the March 2010 race. That's right so far there are 3 known candidates for Mayor. 23 year old Joshua Padgette, a Ruby Tuesday manager in Boca; Freynel Jean -Baptiste 51, a minister at West Palm Beach's Alliance of Divine Love and an immigration services business owner; and District 1 Commissioner Ron Weiland who owns A Dependable Transport. Others to be mention as possibles for the mayor's race include: former CRA Board Chair and former city commissioner Henderson Tillman, former commissioner Mack McCray, Sergio Cassaine - a previous loser to Mayor Taylor and loser to Dist. 4 Commisioner Ross, Brian Edwards - VP United Way, and Dist. 3 commissioner Jose Rodriguez. Rodriguez could if he choses to run for reelction, or he may seek to run for a County or state office. He has twice put his name in consideration for a county commission opening and not been selected .

In addition to the Mayor's race, two other seats on the commission are open - District 1 & District 3. No one has filed or announced for these seats. But some insiders say - that there will be a race for the District 3 seat by qualified professionals and that District 1 will most likely go with a senior citrizen as a likely successor to Weiland.

Look for things to get going in the fall as more people step in to the races. City Manager Kurt Bressner was quoted as saying he expects a crowded field for the Mayor's race. He had no comment when asked about the other seats. Mayor Taylor is term limited. He will be involved with different campaigns as an advisor. The sure thing is that who ever wins in March will be working with Vice Mayor Hay & Dist. 4 Commissioner Marlene Ross. City elections are non partisan.

PAL BUSY AND ON A ROLL

The Boynton Beach Police Athletic League has been very busy and very successful.

The 10 and under Boynton Hoops Ballers concluded a great season going 18 - 1 and winning many tournaments and games. They are ranked #1 in their age group in Florida and #2 nationally. They have made Boynton Beach proud! The parents and coaches as well as Police have worked hard to raise the funds to make it possible. Special thanks to Vice Mayor Woodrow Hay for a donation he made of $1,000.00 to help pay for travel.

PAL has over 600 children involved in programs from basketball to football to cheerleading. They have all done so well and it is a place where academics and athletics are encouraged. Many participants and families view it as a way of making life better.

This August PAL will host an Invitational Basketball Classic with games against teams from all 5 boros of NYC and ivited teams from South Florida and our own Boynton Beach teams. Tip off for 1st game is 6p.m. on August 7th . The Classic will run through Sunday August 9. There will be 4 divisions. 13 & under, 15 & under,17 & under and 19 & under. Habitat for Humanity South Palm Beach County had a home dedication on June 28th - the home owner is Latoya Roberts and her children Daiza & Janyla. The home is located at 236 NE 12th Ave. Boynton Beach. Hundreds of volunteers and Latoya and her family made it become a reality! Congrats Latoya! Welcome to the neighborhood!

This year habitat will close on 7 homes. There will not be any construction during July or August due to heat and hurricane season. See you all in the fall!!

Bethesda Wins Nod to Build Hospital in West Boynton

Bethesda Healthcare System is excited to announce that the Fourth District Court of Appeal of the State of Florida has upheld Bethesda’s Certificate of Need application to build a hospital in western Boynton Beach.

According to Bethesda’s Robert B. Hill, President and Chief Executive Officer of Bethesda Healthcare System, now the real work can begin to bring vital hospital services to serve West Boynton Beach, one of the fastest growing communities in all of Florida:

“We are thrilled by the Court’s decision. While there may be an opportunity for appeal to the Florida Supreme Court, we are absolutely confident that we can now move forward full steam ahead on a project that will mean access to lifesaving emergency medical care and inpatient services for the growing communities of western Boynton Beach,” said Hill.

Bethesda plans to build Bethesda West Hospital as an 80-bed, full service, acute care hospital with general medical, surgical and intensive care services, and a 24-hour emergency department. This new hospital will be built on the northeast corner of West Boynton Beach Boulevard and US-441.

The new Bethesda West Hospital will be a state-of-the-art, environmentally sound facility that features:

· 68 all private patient rooms;

· 12 intensive care rooms;

· four full service operating room suites;

· 12 post-anesthesia care treatment areas;

· a 24-hour emergency department with 18 patient treatment areas;

· general medical and surgical services;

· And, a full complement of diagnostic services including MRI, CT, general radiography and mammography

Memorial Hospital is a 401-bed, not-for-profit, flagship hospital of Bethesda Healthcare System. On February 9, 2009 Bethesda will celebrate it's 50th anniversary.

Interest in GL Homes' Valencia Reserve community is high. How high?

The sales center opened at 9:30 Saturday morning, and the hot dog vendor sold 1,900 dogs by 2 p.m.

As we mentioned in the previous post, people camped out overnight to choose a lot in the 1,061-unit active-adult development at Lyons Road and Boynton Beach Boulevard.

Home builders nationwide are reeling, but Sunrise-based GL says low interest rates and low prices ($249,000 to about $500,000) are bringing out plenty of tire-kickers.

GL Division President Marcie DePlaza said 15 buyers signed sales contracts by early Saturday afternoon. She said many people are coming from the Northeast and don't have to worry about selling existing homes.

"We're thrilled with 15," DePLaza said. "We wouldn't have guessed that."

The first buyers will move in during the fourth quarter of 2009.

Boynton Beach Commissioner Addresses State Committee on Affordable Housing and “Going Green”

City Commission and Community Redevelopment Agency (CRA) board member Marlene Ross was one of the dozens of local officials, business leaders and citizens lined up to offer advice to state senators as they met at the Children’s Service Center on January 21 to address Florida's economic crisis.

The Senate Select Committee on Florida's Economy, convened by state Senate President Jeff Atwater, is holding a series of meetings around the state to ask for input before the legislative session begins this spring. State Sen. Jeremy Ring, D-Parkland, who serves as vice chair of the committee, said, “Florida can't cut or tax its way out of the recession and has to find a way to grow new companies and industries.”
Commissioner Ross, who represents Boynton Beach’s District IV, spoke on affordable housing and “Green” initiatives, urging the committee to support funding for affordable housing projects and encourage Governor Crist to veto any budget cuts for these programs. “I am proud to say the Boynton Beach CRA has spent more than $8.5 million since 2006 on affordable access initiatives, and am concerned the Legislature may drastically cut statewide funding.” The City of Boynton and its CRA were recognized in 2008 by the Palm Beach County Housing Leadership Council, Florida League of Cities, Florida International University and the International Downtown Association for implementing several strategies and best practices for affordable housing.
The Commissioner, who heads the Boynton Beach Green Task Force, also noted the city is aggressively developing a Green Ordinance, based on Governor Crist’s recent mandate that all new construction of public facilities be certified as “Green.”
“We are completing a “green incentive” program within the CRA District to offset short term costs of going green,” the commissioner said, “and welcome the opportunity to work with the state to develop business incentives to entice “Green Businesses” to set up shop in our downtown.”
